Background:

The City of Richmond takes our community’s flood protection seriously. At an average of one metre above sea level, Richmond faces flood hazards from sea level rise due to climate change, coastal storm surges, snowmelt flooding and extreme weather events. We recognize these risks and are currently advancing the Dike Master Plan with proposed upgrades for the south dike portion, from 6080 Dyke Road to the Gilbert Road South Pump Station.

The south dike upgrade project includes approximately 850 metres of dike raising:

  • 180 metres will be raised by 0.8 metres on average to the west;
  • 670 metres will be raised by 1.5 metres on average to the east; and
  • Designs are prepared to allow the City the ability to further raise this dike section to an elevation of 5.5 metres in the future.

The south dike will eventually be connected to the future Steveston Island Dike. Once the Steveston Island Dike is complete, it will be the primary dike in the area, with the current Lulu Island Perimeter Dike as a secondary dike system.

In December 2023, City staff hosted an open house to gather feedback on early south dike designs from residents of the London Landing neighbourhood. The feedback received has been considered at the preliminary design stage and we are now seeking additional community input.

Residents and businesses of Richmond are invited to review concept designs found in the Document Library and provide feedback on potential features.

We want you to be involved. Here’s how:

  • Review the information in the Document Library on the right side of this webpage, which includes boards outlining the south dike project.
  • Attend a drop-in style open house on Wednesday, September 18 from 4:00 to 7:00pm at the London Landing Wharf (6200 Dyke Road, see Event Location on the right side of this webpage)City staff will be available to discuss the south dike upgrades and answer questions. Kids are welcome to enjoy activities in the Kids Corner.
  • Complete the online survey below to provide feedback on potential features that would benefit residents and businesses of the community. The survey closes at 11:59pm on Sunday, October 6, 2024.
