Creating more affordable housing for Richmond residents

The City of Richmond, BC Housing and Turning Point Housing Society are proposing to build new affordable rental housing on City-owned land at 4831 Steveston Highway. This project will help to address a critical lack of affordable housing for people and families in Richmond.

The proposal includes:

  • 25 new homes in a three-storey building
  • A mix of 10 two-bedroom homes and 15 studio homes
  • Amenity spaces, including an outdoor children’s play area

Priority access to the new homes will go to Richmond residents in need of affordable, secure housing. Rental rates would accommodate people with low incomes and will not exceed more than 30% of household income.

This project will proceed through the City’s regulatory processes for Rezoning and Development Permit Applications. It has not yet been approved by the City of Richmond. There are a variety of opportunities for the public to provide feedback to the project team and Richmond City Council.

Increasing the supply of affordable housing and creating healthy communities with diverse housing options remains a priority for the City of Richmond.

The City of Richmond, in keeping with its Affordable Housing Strategy and Homelessness Strategy, continues to work in partnership with senior levels of government and the private and non-profit sectors to secure a range of housing options for Richmond, with an emphasis on preventing people and families from experiencing homelessness.


If approved, the rental building would be managed by Turning Point Housing Society. Turning Point Housing Society has been providing affordable housing and community-based services to Richmond residents since 1982.

There are a variety of ways to provide feedback on this housing proposal:

1. Participate in the Virtual Open House

The City thanks everyone who shared their comments as part of the Virtual Open House that took place between May 30 and June 11, 2023.

2. Participate in the Public Hearing

Neighbours within 100 metres of the proposed housing will receive a postcard notification if this project proceeds to Public Hearing. Notice of a Public Hearing will also be placed in local newspapers and included on the City of Richmond's website. All members of the public can provide a written comment or sign up to speak at the Public Hearing.


Should the Rezoning Application be approved following a Public Hearing, a Development Permit will also be required. There will be additional opportunities for the public to provide feedback as part of the Development Permit Application.

Feedback collected during the Rezoning Application process and the Development Permit Application process will help inform City Council’s review of the project.
