We are in the process of designing a new Community Centre and Branch Library to be built in the Steveston Community Park and invite you to participate in the development of the concept design.
Background
Richmond City Council approved a replacement facility for the Steveston Community Centre and Branch Library in their priority list of major facility projects for 2016-2026. This new facility will become the heart of the Steveston community, where residents come to recreate, learn, play and connect.
Based on extensive community consultation, Council approved the program for the new facility in September 2019, and the site for the new facility in December 2020.
Steveston Community Centre and Branch Library Concept Design
Concept design is an iterative and involved process that brings the design to a point where program, location, massing, preliminary floor plans and building orientation are established.
Fundamental to the concept design process is an extensive public engagement program to ensure the building program and facility plan best meets the current and future needs of the community.
The purpose of this community engagement
- To ensure that, given the expected 50 year or more lifespan of the facilities, the long term needs of the community are considered in the development process;
- To ensure the development process for the facilities is transparent and provides opportunities for input into decision making where appropriate; and
- To ensure the public is informed, engaged and excited about the benefits to the community of the facility.
The concept design presented in the story boards is the result of a multi-day design charrette process that involved members of both the Steveston Community Society and the Richmond Library Board, as well as community members. It represents the shared vision for how the program will best meet the needs of the community, while respecting the guiding principles for the project.

Next steps
After the public input period closes on Sunday, March 21, 2021, staff will review the comments received and finalize the concept design for Council’s consideration early this summer.
Once approved by Council, staff will move forward with site preparation, detailed design and finally construction of the new facility.
The detailed design will continue to be based on the guiding principles established for the project and, in particular, will target:
- Richmond's Enhanced Accessibility Design Guidelines;
- LEED Gold Certification;
- Richmond's Ecological Network Strategy; and
- Richmond’s Circular Economy Principles and Criteria.
